Outlook Express sending slowly

I have a PC that has an issue sending e-mail with Outlook Express. When
sending to one recipient it works just fine. However, when sending to
multiple recipients it takes several minutes even for a very small message.
I have Symantec Antivirus Corporate 10.1 on the system, but e-mail scanning
is turned off entirely. Any ideas would be most appreciated.

This could possibly be caused intentionally by your ISP, as an anti-spam
measure, or perhaps it could be an accidentally misconfigured server on
their part. Have you tried another email client, like Thunderbird, to
see if the problem is still present using a different program?
