outlook express office 2003 won't send email

I have recently changed internet server to charter cable. A few days before
the change, I installed Microsoft office 2003 outlook express.
Now, my old account , Outlook Express, from the original installation on the
computer(2002) works, but the office 2003 will not accept the mail or send it.
Charter is telling me it's my virus program keeping my mail from sending and
receiving. However, the old one works, so this doesn't make sense to me.

Outlook and Outlook Express are completely different products. Tell us
which one you are using - Help->About will tell you.
