Outlook error when sending email

I'm getting a recreatable error when sending email outside of my
domain:

AppName: outlook.exe AppVer 11.0.5510.0 Appstamp: 3f1380f0 ModName:
msvcrt.dll ModVer: 7.0.2600.0 ModStamp: 3b7dfe0e fDebug: 0
Offset:000326fc

The message contents don't seem to affect the error from happening or
not happening, just the email address. The mail server is not
Exchange.

Steps taken to try and resolve the problem are:
1. Create a new pst file (copied old contents over)
2. Archived old items. pst file is around 85MB now
3. Repair on MS Office. All updates and patches are installed.

Anyone have a suggestion?

What is logged to the Event Viewer regarding this?

Also try one of the following;
-rename outcmd.dat to outcmd.old; this will completely reset the Toolbar
-see if it still happens when you create a new (test) profile configured the
same as your original; Control Panel-> Mail-> button Show Profiles...
