Outlook does not automatically display new messages in inbox,why?

We use Outlook 2002 on Windows XP Pro and Exchange 5.5 on an NT4 server.
New messages do not automatically display in users inboxes unless they first
click into another folder or try deleting mail etc. then all thier new mail
is displayed.
They also do not get the usual visual notification of new mail, obviously
because the inbox is not recognising mail is waiting.
It used to be fine under Windows 98SE
What can I do to help the situation?
 
WinXP firewall (or something similar) blocking UDP packets?
