Outlook Data File is missing from New under File Menu

Step: On the File menu, point to New, and then click Outlook Data File.

Issue: Unable to select Outlook Data File since it is not shown under New, a
few people at work seem to be having this problem. Anyone who had .PST files
before the upgrade to 2007 are fine, but anyone just now trying to add them
does not have the Outlook Data file option, any suggestions?
 
Can you create them from Tools>Option>Mail Setup/Format> Data Files??
