not able to import from old .pst file to new .pst file

Yesterday I stopped being able to receive my hotmail in outlook 2007. I kept
getting messages that the .pst file was too large. I followed the help
directions for increasing storage capacity. First I created a new data file
with no problem. However, when I went to import items to the new data file,
I was able to follow the first 5 steps, but then was told that the old file
was in use so I couldn't access it. If I close down outlook, how can I then
get to the file menu to do the import? I am running XP SP2.

The help instructions did not say to do that. I'm very non tech and I have
no idea how to do this -can you help? Thanks so much

It's better not to use Import to move data from one PST file to the
other. Inside Outlook, copy (drag-and-drop) all folders from the old
file to the new one.
