Outlook 2007 Selectively Blocking Incoming Email.

My boss's email, via outlook 2007 is blocking incoming emails from people who
are not in her address book. What could cause this and how do I fix it. I
know here pop is working as she is getting selective emails and her block and
junk senders list are empty. Do I need to click a box that allows emails from
users that are not on or in her address book? That could be my only guess.
The emails she is not receiving are being sent to our outside email service
provider as we can see them on the server, just not at the local machine
level. Again only those emails from members in her address book are being
received. Any thoughts.
