Outlook 2003 - won't permit me to create email accounts

Due to a crash, I had to re-install the operating system. Once I did that, I
re-installed MS Office Professional Edition. All Office applications work
fine except for Outlook.

I am unable to create email accounts. Tools>Options>Mail Setup gets me to
the "Emails Accts" Tab,but when I click that, nothing happens at all.

I also tried Tools>Email Accounts and that returns an error msg saying "The
Operation Failed due to a Registry or Installation problem". I've restarted
Outlook and i've reinstalled Office, but the problem persists.

I also tried going into Control Panel>Mail>Email Accounts, but get the same
thing in that pressing the button does nothing.

My PC is pre-loaded with Outlook Express, not sure if that contributes to
the issue or not. I had no problem with Outlook prior to this
crash/reinstall.

I haven't seen this issue addressed on the message boards. Any help would
be much appreciated.

Try creating a new mail profile using hte Mail applet in Control Panel.
Mail>Show Profiles>Add.

Thanks for the tip. I tried that but got an error message saying there was
an error accessing the system registry.

Ugghh.

Then you have an issue with your Windows account, not Outlook.
