Outlook 2003: tries to send a email (when one does not exist)

Hello,
I can't find the setting(s) to stop Outlook 2003 (part of Office 2003) from
sending a email that does not exit. Whether I'm in Calender, Contacts, Inbox,
etc....and whether I'm connected to the Internet or not, the status bar shows
"Sending Message 1 of 1", after a period it then states: "Send/Receive
Error-click her".

I've two email accounts, a default (my ISP sends my email...the ISP checked
their mail settings 3 times); a second ISP, which I receive my mail (this ISP
has checked their settings several times also).

Now, I'm having problems sending a new email, and the program won't send
that too.

See if this helps: http://www.outlook-tips.net/howto/delete_rr.htm
