Outlook 2003 - Rules acting screwy

Using Outlook 2003 on an exchange server. I have 3 rules set up - 2 to move
certain emails to folders and a 3rd to delete emails. None of the rules run
automatically (they are enabled). But here's the stranger part. When I start
up outlook and go to manually run my rules, only 2 of the 3 are there. I
click them and hit run now, and the don't work. I then reopen the run now
window and all 3 are there. i click them and hit run now and voila, they
work. What gives?

Export them in the Rules Wizard, start Outlook once with the /cleanrules
command switch, then import the rules again. Does anything change?

OK, did that, now I have only a single rule show up under the run now option.
When I go to Tools/Rules and Alerts I get a notification that I can't access
because I'm offline and not connected to the Exchange Server. Yet I'm able to
send/recieve mail.
