Outlook 2003 Pro will not open

After installing Office Pro 2003, when attempting to open Outlook I get a
dialogue box saying that "a problem has been encountered" and the "this
program will close" It then attempts to open in safe mode (fails with same
dialogue box) and goes into repair - says config was successful but same box
comes up. All other Office programs work well

I too, have a user with this problem.
Steps I have taken without success
- Reinstalled software
- Deleted profile under mail, and created a new one
- Logged in as administrator, and removed the user's profile directory
under documents and settings.

I really hate to rebuild this machine and hope there is a fix for this.
