Outlook 2003 allows email from addresses not in safe senders list

I am using Outlook 2003 on my local PC and have enabled the highest level of
junk email filtering to receive only emails from addresses in my Safe Senders
List. But outlook is still allowing emails from addresses not in the list
into my inbox. I am using an IMAP server as my email server

I am having the same problem but I am using a POP server.
