Outlook 2007 Blocked Senders List not working

One of my users is using Outlook 2007 SP2 connected to Exchange 2003 SP2. He
is running Outlook in Cached Exchange Mode. When he adds an email address to
the blocked senders list, incoming emails that match addresses in the list do
not go to the Junk E-mail folder. Emails are just delivered to the Inbox.
As far as I know, only one user is experiencing this issue.

The user does not have any special rules configured and the issue can be
reproduced on multiple machines.

did you check the safe list to verify the address or domain is not on the
list? Is it in contacts?

FWIW, adding names to the blocked list is basically useless unless its for
things like newsletters and advertisements that you can't get unsubbed from.
It doesn't work well with real spammers, they change addresses too often.

I did check the safe list and it does not contain the email address I am
trying to block. I tested sending a message from my Comcast address sending
mail to my user. He did not have my address on the safe list. My email
address is always the same. When my test message hits his inbox, the message
is not moved to the Junk Email folder.
