Outlook 2000 Net Folders failing to make entry

I have a 2003 Terminal Server with Outlook 2000.
A user (User2) has been set up to share a calendar (User1).
User 2 has full edit permissions.

If User2 adds an appointment the process works with the following steps happening:
1. An email is sent to User1.
2. The hidden rules in User1's outlook automatically processes the email and deletes it automatically. (It is seen very briefly in the inbox before disappearing.)
3. A minute or so later the MS Outlook security kicks in with a dialog "A program is trying to access e-mail addresses you have stored in Outlook. Do you want to allow this? Allow access for ...". (I choose 1 minute at this point)
4. The entry shows up in User2 calendar.

If User1 adds an appointment the process works up to step2 only. There is no security dialog that appears for User2 and the entry does not end up showing up in the shared calendar folder in User2's.

I am at a loss as to how to diagnose this as I cannot stop the hidden rule processing. Is there something that could be stopping the security dialog for showing up for that particular user? Could it be something to do with the form that processes it?

Not sure if I've got any help for you but NetFolders never worked well. They
seem to work for some people for a time then die a horrible death. Also the
security updates seemed to complicate matters a bit.
