Probably anti-spam measures employed by your ISP. Call them up to find
out how what are their anti-spam quotas. You might find, for example,
that you allowed only 10 mail sessions per minute (i.e., an average of 6
seconds per mail session). That is more than sufficient for a personal
account user but obviously will impact a spammer.
IN addition to what Vanguard said, check your server timeout on the advanced
tab of your server properties. Increase it to the maximum and see if it
helps.
