Online crash problem with Lucent Win Modem; driver updates not displayed

I'm just going to start from the beginning. :

I have a Lucent Win Modem (by Agere Systems) with driver version 8.20.0.0 installed. When I am connected to the Internet, my computer frequently restarts itself; this is completely random and unpredictable, and the only consistency I have noticed is that I am always online when it happens. I am using an up-to-date version of Norton AntiVirus, and when I scan for viruses, it does not find any. When I submitted an error report to Microsoft, I was directed to a web page with this response

"Thank you for submitting an error report. This error was likely caused by

Lucent Win Modem (ltmdmnt.sys

An update is available. Downloading updates will improve the stability and security of your computer. To obtain the update:

Click the link below to go to the Windows Update Web site.
On the Windows Update site, click Scan for updates.
After the scan has completed, in the left navigation, click Driver Updates.
Select Lucent Win Modem and click Add.
Click Review and Install Updates.
Click Install Now.

So I went to the Windows Update website and clicked "Scan for updates". It found critical updates, service packs, and Windows XP updates, but I received this message after the scan: "An error occurred while scanning for driver updates. We are not able to display any updated drivers for your system." The Driver Updates link in the left navigation is not available. What do I do now

I hope this made sense. My computer knowledge is not very extensive. :

download this latest driver. the windows xp will complain
but install anyway and then try windows update again and
see if you can get the windows tested 8.28 driver.
and download the critical updates at least from the windows
update site

Before visiting Windows Update open Norton and then click Options ...
temporarily disable AutoProtect and Script Blocking. Close Norton and
reboot. It *should* be disabled .
Now try to access Windows Update. Is the Driver Update link available ?
If yes, do the update and when the installation is finished reenable NAV.

If not, try re-registering the MSXML files :

(NOTE: You may not have the files listed in Steps 2, 3, or 4 installed
on your PC but please perform all 4 steps. If you don't have one of the
files, when you try to register it you will see a popup window that has
this text:

LoadLibrary("filename.dll") failed - The specified file name could not
be found.

Just disregard the error and continue to the next step.)

1. Click on Start, Run and type "REGSVR32 C:\WINDOWS\SYSTEM\MSXML.DLL"
(w/o the quotes). You should see a popup message that this process
succeeded.
2. Click on Start, Run and type "REGSVR32 C:\WINDOWS\SYSTEM\MSXML2.DLL"
(w/o the quotes). You should see a popup message that this process
succeeded.
3. Click on Start, Run and type "REGSVR32 C:\WINDOWS\SYSTEM\MSXML3.DLL"
(w/o the quotes). You should see a popup message that this process
succeeded.
4. Click on Start, Run and type "REGSVR32 C:\WINDOWS\SYSTEM\MSXML4.DLL"
(w/o the quotes). You should see a popup message that this process
succeeded.
