One outlook setting for anyone user access

I set the email account in Microsoft Oulook. If other people logon the same
PC and use the same setting of Outlook because this Email account is one for
many.

Anyone have a suggestion?

You mean you want separate log-ins to use the same Outlook data?

I mean that, I am A user Logon PC1 and set the Microsoft outlook to receive
and send Email. How can i change to B user Logon to PC1 but Outlook setting
was set.
Windows account was difference but outlook account was same.
How to set it??

Create a shared folder that both Users have read-write access to. Then
with Outlook closed, move the pst file you want to share to that folder.
Delete the other user's pst file. then when either instance of Outlook
is opened, it will complain that it can't find the pst file. Navigate to
your shared folder.
Just be aware that you cannot use Fast user switching in this scenario,
and that each user will have to close Outlook before exiting.
