you are asking about, and also tell them exactly what happens when you

According to the OP's post it is Office 2003 OEM System Builder with VLK and the OS
is Windows XP Pro SP3. He should be contacting his OEM for the issue concerning his
OEM VLK

Actually since the OP is using the System Builder CD the OP IS the system
builder. Probably using the wrong license key for the product.
