NTLDR is missing

Just built a PC and can't boot XP Home CD....says "NTLDR
is missing, Press Ctrl+Alt+Del to restart".

Now what?
 
I changed the BIOS boot secquence.
But another problem was the cd-rom jumpers were set up as slave not master.
I'm not sure which one was the problem.
