There was one response, frm Dev:

"Try dragging the window borders to the size desired, then close the window
while holding down <shift>.

Also try a right-click on the shortcut to the program being run. Click
PROPERTIES|RUN AS, and select MAXIMIZED."

#1 works until netzero resizes it, then it remembers this netzero resize
forever more...
#2 desktop shortcuts not have this. Also this condition occurs while
clicking links on web pages while on-line. Must be a registry setting??

More ideas??
