no start up

I have XP pro, on starting, I get the mfr logo, welcome, then when the XP
logo comes on, reboots back to beginning. Tried safe mode, nothing will open.
Is there a way to boot so I can system restore?

Could be the BlazeFind virus. Have a look at the item
"Constant Restarting", posted here exactly two days ago.
