no paging file

I copied a hard drive that was still working to a new
one. When I booted up the new drive I got a "no paging
file exist". Error but no Start button to fix the
problem. I can not get the Start button and Windows 2000
will not repair it. How do I get my paging file back
without reinstalling Windows 2000 from scratch?
