i have an XP computer with SP3. The pc will not recognize or talk to the
qwest dsl modem, from actiontec. The modem is new and qwest says it works
when I talk to them. The pc says that the NIC card is working fine. The card
is new and has the newest driver. The cable connecting the modem to pc is new
also. When I type in the network access number it will not connect to modem.
What could possibly be the problem? I even connected with USB connection to
no avail.

That means the ISP's tech can connect to the WAN-side of the modem. To
them, the modem is up, running, and working.

Did you check if a green LED is shown on the PC's NIC jack and also at the
modem's NIC jack? That means you have a valid hardware connection.
The cable connecting the modem to pc is new
also.

That doesn't mean it is good. Try another cable.
When I type in the network access number it will not connect to modem.

And how does that tell *us* what "network access number" that you entered
and WHERE you entered it?

Did you enter an IP address into the Address Bar of whatever unidentified
web browser you use? And what was that? Something like http://192.168.0.1?
What does the modem's manual tell you to use to connect to its internal web
server for admin pages?
What could possibly be the problem? I even connected with USB connection to
no avail.

Did you ever use the Reset button and then power cycle the modem?

Verify that the DSL line filters are installed correctly. You may have a phone
line filter connected to the modem.
