The ZIP version of PasswordSafe <http://passwordsafe.sourceforge.net/>
does not install. I think it does write a "last file used" somewhere
but it doesn't get mad if the EXE is moved around.

I use it on a thumb drive and move it from system to system just fine.

It's a 15kB download. Very dial-up friendly.
