No information bar appearing--why?

A friend recently set up a website, but when you go to
it, the page gives instructions to click on info. bar to
allow Active X to install; however, the info. bar does
not appear. I have come across a few other websites
this has happened on also. How can we get to these sites
if the bar does not appear?
