Information Bar missing

How do I get back the yellow information bar when hit a site that uses
active-x. I'm trying to install Flash, but the bar is missing.
How do I get it back? Setting security to default or high doesn't work.

Open Internet Explorer.
On the Tools menu, point to Pop-up Blocker, and then click Turn on
Pop-up Blocker Settings and look at Pop-up Blocker Settings.
