Info Bar warning after visiting microsoft.com sites

I keep getting a "blocked content" info bar ("Internet Explorer has
restricted this file from showing active content...") on a locally stored
home page that has no active content. And it only happens when I come back
from visiting a microsoft site. I have IE 6 for XP SP2 with latest security
updates.

The page is a custom home page, plain old fashioned HTML circa 1995 with a
few tables, links to some internet sites, and a handful of IMG tags for
locally stored images. No scripts or active content of any kind. It is set as
my browser home page.

When I first open IE this page loads with no problem and no info bar. If I
visit other sites like yahoo, google, etc, and return home, it's still fine.
But as soon as I visit a microsoft site then return home, I get the info bar
error. Clicking on the Info bar's "X" won't get rid of it, and I refuse to
allow the blocked content when I don't even know what it is. So, the only
way to lose it is to quit and restart IE. I've even tried deleting all
cache/temporary internet files, but it doesn't help.

I started removing portions of the HTML page and retesting it, one section
at a time, until I was down to this (angle brackets are replaced here with
square brackets to avoid posting problems):

HTML:
[HEAD][TITLE]My Custom Home Page[/TITLE][/HEAD]
[BODY]
NOTHING
[/BODY]

....and I still get the info bar warning! Does anyone know what's going on?

Interesting situation. I have no idea why it's happening.

Two possible workarounds:
Rename the page from page.HTM to page.HTA
http://www.microsoft.com/technet/prodtechnol/winxppro/maintain/sp2brows.mspx#EIAA
or
Insert the "Mark-of-the-web"
http://msdn.microsoft.com/library/default.asp?url=/workshop/author/dhtml/overview/motw.asp

Thanks, Don!
I tried your 2nd suggestion and it worked. I added the generic
Mark-of-the-web entry per that link: <!-- saved from
url=(0014)about:internet -->
and the info bar no longer appears upon returning from microsoft.com.
