No Dial Tone, Line Rings

Hey, I've been using the Fax client for WinXP for a while without a
hitch. Recently, however, the client does not recognize a dial tone
(nor does dialup networking or anything else). I believe the modem
probably still works because a balloon notification is displayed when
the line rings. Any thoughts as to why it doesn't hear a dial tone,
even though its audible through the speakers?

Detecting an incoming ring is different from detecting a dialtone; it is,
unfortunately, quite possible for a modem to malfunction such that one works
while the other doesn't. The best test would be to try a different modem.
You could try re-installing the modem drivers and/or seeing if newer ones
are available from the manufacturer. In the meanwhile, you might be able to
work around the problem by disabling the "Wait for Dialtone" feature so the
modem will "blind dial".
