NIOCAPI message

After installing a wireless NIC in my XP workstation I get a small popup that says the following: NIOCAPI Fail to open service control manager. Any ideas of where the problem might be?

I am sure that this is documented in the MS Knowledgebase - have you
searched there first? I have seen it before and know that it did take a bit
of searching, but after inputting the exact first 10 words of the error
message, I got the kb article
