Guest user NIOCApi program problem

If someone (my children) log on the guest account they get an error
message that opens continuously on top of itself saying

"Fail to open service control manager"

If I crt+alt+del to open the task manager it says the program is
NIOCApi.

If I shut this program in task manager it doesn't try to open again.

What is it and how can I stop this happening? It only happens in the
guest account.

I have XP SP2 with all updates and run ZoneAlarm and AVG Free
anti-virus

The error message is coming from a D-Link wireless device. Update your
drivers and wireless software from D-Link. If that doesn't solve the
issue, contact D-Link tech support.
