Disabling Task Manager in guest account

I am looking for a way to disable the control alt delete command or task
manager in guest mode. I am in a public setting and have found that
customers are shutting programs off that they shouldn't. I have tried using
the regedit and gpedit.mcs but it only works in the administrator account.
Is there something I am missing?
