What's the difference between having the Guest Account "off" (as shown in
Control Panel | User Accounts) and having the Guest Account "disabled" (as
shown in Computer Management | Local Users and Groups | Users | Properties).

The first way (User Accounts) prevents logging on locally as guest. The
latter disables the guest account entirely, preventing it's use for network
connections / file sharing.
