NIOCApi warning

When I set up user accounts (Windows 2000 Pro) under any
group but Administrator, I get a warning, "NIOCApi Fail
to open service control manager." During the session,
this message pops up from time to time.

What is the cause and how do I fix it?

My research indicates this is a D-Link error message originating from a
wireless device installed on the machine. D-Link would be better qualified
to resolve this error.
