new Dell with WinXp office

Just received new Dell Inspiron running WinXp for
office. Am getting error window pop up....NIOCApi in
header and text "Fail to open service control manager". I
get 3 pop ups simultaneously and about every 15-20
seconds.

Not sure what the RPC security patch has to do with this
error as saw no reference to this call
