"new programs installed"

How do i stop windows xp professional putting up this flag every time anyone
logs on ? (there aren't any new programs installed!)
 
Right click the Start button and click Properties
Make sure Start Menu is selected, not Classic Start Menu
Click Customize look on the Advanced tab
Uncheck "Highlight Newly Installed Programs."
