New Connections not working

I am trying to create a new network connection for a VPN.
When I go to the New Connection wizard all except the dial-
up option are grayed out. Can someone help with this
problem.
 
Please make sure that the "Remote Access Connection Manager" service is
running. Go to start ->Run ->Services.msc and start this service if it is
not already running.
