New browser windows open minimized or offset

When I open a link in a new window, the new window is
offset on my screen, or is just a small blue bar somewhere
on the screen that I must maximize in order to see.
When I open IE from a shortcut or the Start menu, the
browser window opens normally.
Any ideas?

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
