"Never dial a connection" option... help...

Hello,
I was wondering why whenever I set the option to "Never dial a connection"
or "Always dial my default connection," after about five minutes it changes
back to "Dial whenever a network connection is not present." My service
provider is MSN and I've checked for any viruses, etc, and there's nothing.
So, how can I fix this?

*I'm using Windows XP, Norton 2004, and I have Ad-Aware & Spybot.
