Under connections, Dial-up settings chagne without my knowledge

Under Internet Options/Connections, my Dial-up setting keeps changing from
"Never dial a connection" to "dial whenever a netwrok connection is not
present". Despite repeated resetting and applying the settings, this keeps
happening. What is wrong?

just a guess, but is outlook express setup to use dial up connections, or do
you even have any dial up connections setup on the computer? If so might be
worthwhile to change/remove those.
