ie chanbes dial up settings on reboot only

ie will change my dial up settings from "dial whenever a
network connection is not present" to "never dial a
connection" whenever I reboot my system. I have checked
with outlook express to make sure it is set properly, if I
reset under internet opions, and connections away
from,"never dial a connection" unpon reboot it goes right
back. Any help Please.

Kelly has two fixes at line 91, left, "disable or enable autodial".
(This is an XP website.)
