Dial-up settings change

Every time I reboot and even sometimes when I'm up and running, my connection
settings change. I keep removing the proxy server check-marks under my
dial-up settings and also under the lan settings and they keep showing up
checked later on. Every time I open IE I have to go in and change those
settings so my connection will dial-up. Is there something that I'm missing?

Did you install any ISP-supplied software, Mike?

Is Spybot installed? ...w/Tea Timer enabled?
