It happens the 1st thing after a reboot, before the
desktop finishes loading. I usually hit "Cancel" and the
desktop will finish loading. It's just annoying and I'd
like to get rid of it.

Does this happen before or after login? If after, you may need to open My
Computer and disconnect mapped drives.
