Unidentified network

Hello, I have a problem with networking that I have never seen before
In a local network, I cannot rename the network, it remains 'unidentified network' , i set it to home network after troubleshooting, on both pc's, but after restart, again, it is not set to home, and i cannot see the network. I have checked the boxes for turning on network discovery both on home and public network, ssharing without password, and still, the network does not work untill I troubleshoot network.
Even more, I set sparate IP s for the computers, and, sometimes, not all the time, they loose the IP s!!!!???? How is it possible?
I have windows 7 pro on both pc's.
I changed one of the computers that had trouble when booting with a better configuratiin one, I changed the switch to a better 10/100/1000, the problem still persists.
I need one of them to acces a program on the other one, so I need it work permanently in home network, but it looses the setting.
Please give me ideas as I start going nuts.
