need service pack, but no connection

i recently re-formatted my computer to get a fresh
start....a problem i have is when i try setting up an
internet connection, i need the latest service pack to do
so. I downloaded service pack 4 and it needs an internet
connection...it says i can download one without the actual
internet connection if i want. my question is...where can
i get that file? i can;t find it on microsoft's website
