Need help with pop up

I need help on a windows vista pop that keeps on coming up saying: "WINDOWS
EXPLORE HAS STOPPED WORKING". then it says "WINDOWS EXPLORE HAS STARTED
WORKING". It keeps on saying that and when the pop up is on the desktop you
can not click on anything else.

I had the same problem when using OneCare. After uninstalling it
this problem disappeared.

I you use the Google Tool Bar...
Problem caused by Google Toolbar
This problem was caused by Google Toolbar. This program was created by
Google Inc.. Google Inc. does not currently have a solution for the problem
that you reported.

Recommendation
A newer version of Google Toolbar is available for download that might
address this problem. Google Inc. recommends updating to the latest version
of Google Toolbar to take advantage of security and stability improvements.

Follow these steps to troubleshoot problems with Internet Explorer 7

To try to solve this problem, follow these steps.

Start Internet Explorer with no add-ons

then you need to determine which add-on is causing it to crash. Go to step
2.

If Internet Explorer crashes with all of the add-ons turned off, then you
need to reset Internet Explorer:

Reset Internet Explorer settings

By resetting Internet Explorer settings, you return it to the state it was
in when it was first installed on your computer. This is useful for
troubleshooting problems that might be caused by settings that were changed
after installation. When you restore Internet Explorer's default settings,
some webpages that rely on previously stored cookies, form data, passwords,
or previously installed browser add-ons might not work correctly. Resetting
Internet Explorer to its default settings does not delete your favorites,
feeds, and a few other personalized settings. The following table describes
what will happen to various settings when you reset Internet Explorer.

Steps to reset Internet Explorer settings

Close all Internet Explorer windows.
Click the Start button, and then click Control Panel.
Double-click Network and Internet and then click Internet Options.
Click the Advanced tab.
Under Reset Internet Explorer settings, click Reset.
Restart Internet Explorer.
Disable all add-ons (one at a time) until you can no longer reproduce the
problem

Close all Internet Explorer windows.
Click Start, and then click Control Panel.
Click Network and Internet, and then click Internet Options.
Click the Programs tab, and then click Manage add-ons.
Click the name of the add-on you want to turn off, and then, under Settings,
click Disable.
Click OK.
Restart Internet Explorer. Continue using Internet Explorer the same way you
did when you received a crash report. If Internet Explorer continues to
crash after disabling this add-on, continue with step h.
Repeat steps b through g for each add-on listed. When you can no longer
reproduce the problem, the most recently disabled add-on is the cause of the
problem. Please report this add-on to us by using the survey at the bottom
of this page to help us improve our error responses.
If these troubleshooting steps do not solve the problem and you continue to
receive problem reports, please consider filling out the survey at the top
right of this page. To help us continue to investigate this error, include
the names of the add-ons that are currently enabled in Internet Explorer in
the comments area of the survey.

Go to Control Panel>Problem Reports and Solutions Check for new solutions, then
View problem history right click on the item and select View problem details

This should give you some idea of what caused the problem. Click the copy to
copy to clipboard link and post here (be sure to include the bucket number).
