My format toolbar dissappeared and won't come back... Outlook 2003

I don't mean, grayed out. I mean not there. HTML, Rich text, doesn't
matter.

Any ideas?
 
Is it turned off or actually deleted? Did you try resetting toolbars?
 
Perhaps deleted. Although I don't know how. I didn't think you could
delete the one of the default toolbars.

Under Tools, Customize, Toolbars, ...
the following is listed:
Standard - checked
Form Design
Menu Bar - checked
Response

That's it!

I don't know how formatting dissappeared. I know I didn't delete it
and I'm the only one who uses this machine.

Any ideas on how I can get it back?
