Rich text messaging for mail recipient Outlook 2003

I'm using MOS 03 with Outlook 03. If I use the rich text message format, I
know Outlook users can read it. I know web based html email accounts like
Yahoo, Hotmail won't see it.

1) Can all versions of Outlook see rich text message format from Outlook
2003? (Tools>Options>Mail Format tab>Compose in this message format>Rich
text messaging)
2) Are there any other email clients out there besides Outlook that can see
rich text messaging (I'm distingishing it from html)?

3) Why is it that in *Outlook Express* on the message toolbar Format menu,
one choice is are Rich text (html) but on the *Outlook Toolbar* at
Tools>Options>Mail Format tab>(Pull down with 3 text choices)

instead of having a listing Rich text (html) which must mean in OE "Rich
text"=html there are *three* listings:

1) Rich Text
2) HTML
3) Plain Text

In other words does Rich Text in Outlook mean something additional and
different than HTML but in Outlook Express mean the same thing?

1) yes.
2) no, only outlook and it's predecessors.
3) The OE dev team named the menu option rich text because they thought
using "HTML" only would confuse OE users. It's not the same as OL's Rich
text format (RTF) format. OE's Rich text = OL's HTML.

Thanks for helping me understand this. I was pretty sure that OL's RTF had
to be more developed than OE's. Thanks for your One Note book and the
Outlook tips site--One Note does some very convenient things and SP1 more.
