My computer wont shut down

Can anybody help? After installing (clean install) xp pro
on a system running an athlon xp 2200+ with gigabyte ga-
7va board 256mb ddr memory ati radion 7000 series graphics
on board sound (ac-97) the system wont shut down properly.
Windows shuts down ok and powers down the hard drive but
wont power down the system inc. the fan and moniter it
just stays displaying windows is now shutting down. The
only way out is to hit the reset switch then the off
button. What have I missed??

You might need a higher wattage power supply.
OR:

You have a defective, though operable Network card.

OR:
You have a defective, though operable Firewire card.

OR:
Your motherboard BIOS is outdated.
