xp home shut down

I am using XP Home but it wont Shut Down but keeps
restarting.
It takes ages for Windows to shut down then the computer
restarts
APM is activated........ this problem has only just begun
to happen for no apparent reason in the last few days
I have restored the system back a week to no avail.
Any help will be appreciated

Does it do the same thing in safe mode? What was installed over the last

Nothing has been added
Sometimes it will shut down after several tries other
times no
