mtu ping test worked user still gets black screen ?

when running the ping test (i.e ping -t -l 1470 192.168.0.100) from
external machine to vpn/terminal server it worked at MTU of 1470 yet when
the windows 98 users connected they still got a black screen.

i thought that if the ping test worked then the mtu would apply to all
machines ?

ran test from 98 machine with problem and they could only ping at 500.

when changing MTU to 500 it terminal server clinet worked.
